The Parliament has passed the Animal Welfare Bill, introducing fines of up to MVR 1 million for violations.

The bill, submitted on behalf of the government by Hinnavaru MP Mohamed Abdul Rahman, aims to ensure the sustainable and safe management of animals in the Maldives. It sets out guidelines for preventing diseases transmitted from animals to humans and establishes rules for the import, transportation, and quarantine of animals.

Regulations under the bill will specify the conditions for importing animals, countries from which imports are prohibited, and provisions for tourists bringing animals into the country. The law also allows for the registration of pet shops and other pet-related businesses, while prohibiting the export or re-export of animals.

Violators face significant fines. Those found intentionally spreading animal-borne diseases may be fined between MVR 10,000 and MVR 1 million. Illegal import or export of animals or animal feed, keeping animals in unregistered premises, or mistreating animals can result in fines ranging from MVR 5,000 to MVR 500,000.

The bill also mandates that certain existing regulations, including rules on importing animals and birds and provisions of the Import Prohibition Act, will be repealed within 30 days of the law coming into effect.

The Animal Welfare Bill is expected to strengthen animal protection and public health across the Maldives.
