Ministry of Homeland Security and Technology has invited proposals to develop two major projects: Hope Island, a juvenile detention cenre, and the Central Prison Complex.
On March 21, President Dr Mohamed Muizzu revealed the development plan for both Hope Island and the Central Prison in Uthuru Thilafalhu, with a combined budget of USD 55 million. President Dr Muizzu later amended the resolution to align these projects with the government's economic policy, which focuses on public welfare.
Hope Island Project
Hope Island will serve as a rehabilitation center for criminal offenders, including a dedicated space for children convicted of crimes. The project is set to cost USD 15 million and will be located on Uthuru Thilafalhu. The land reclamation for the island will cost USD 10 million and cover 15 hectares.
The development must cater to 700 people and be completed by October 2027.
The Ministry of Homeland Security and Technology has outlined four options for investors interested in carrying out this project:
- A complete land acquisition project where the investor will receive compensation for the land, lake areas, and nearby resources.
- Building the infrastructure on Hope Island without acquiring the land.
- A hybrid model, where part of the land acquisition and construction will be handled by the investor.
- A land reclamation model, allowing the investor to profit by operating some of the developed areas on the island.
The deadline for submitting proposals for Hope Island is May 27. Interested parties must submit their proposals via email to [email protected].
Central Prison Complex
Alongside Hope Island, the government is also focusing on the development of a new Central Prison Complex, which will house up to 6,000 individuals. The project includes resident units, staff quarters, educational facilities, playgrounds, a hospital, a drug rehabilitation center, and a court facility.
The construction of the prison complex will also take place in Uthuru Thilafalhu, with a total budget of USD 30 million allocated for land acquisition and construction.The Central Prison Complex project must also be completed by October 2027, with proposals due by April 27.
