Civil Service Commission (CSC) has said that the administrations' 'Pay Harmonisation Programme' is not ongoing as planned.
Speaking at a meeting with Parliament's Committee on Independent Institutions on Tuesday, CSC's president Mohamed Nasir said that although the salaries of teachers, principals, doctors and nurses have been transferred to the new structure, civil servant salaries have not been transferred to the new structure even after two years.
He said there has been no major change in the salaries of civil servants since the change in their salaries 15 years ago and there has been no change in the salaries of the administrative staff.
Nasih added that the efforts to bring salaries on parity have not been achieving the purpose of the process, which has widened the pay gap.
He pointed out that the Pay Commission did not seek CSC consultation and advice while moving to the new pay framework as it is the custodian of the largest number of government employees.
He also said that while it is part of the mandate of the CSC to classify civil servants on the basis of their education and experience, the transition to the new framework involves the pay commission fixing those criteria.
