The Local Government Authority (LGA) has urged island councils not to take any decision that violates anyone's civil rights.
LGA's statement came in the wake of V. Felidhoo council's decision not to provide services to those who have not paid their dues to the Council.
The LGA said in a statement last night that any citizen can be exempted from the services provided by the council only if they are empowered to do so through a law or regulation passed without violating the constitution.
LGA said that if anyone fails to pay the dues, action permitted by law or regulation can only be taken against them which is not an infringement of an individual's right.
The LGA also said that if a person fails to pay the profit due to a civil transaction with the council, action should be taken against the person on the basis of the agreement made in connection with such transactions and in the absence of such an agreement, it would not be possible for the councils to withhold a civil right.
