President Dr Mohamed Muizzu has returned Thalassaemia Act amendment to the Parliament without ratification.

In his letter to Parliament, the President said that he had received proposals for further amendments after the bill was passed. He noted that these proposals were important to ensure the law aligns with government policies and makes the legislation more complete in achieving its objectives.

During today’s sitting, Inguraidhoo MP and PNC leader Ibrahim Falah proposed that the bill be sent back to the Social Committee for further work. His proposal was supported by Dhidhdoo MP Abdul Latheef Mohamed. A total of 60 lawmakers voted in favour of the move.

The amendment, originally introduced by Ihavandhoo MP Ahmed Naseer, would add a clause requiring both parties to undergo a thalassaemia test before marriage approval. If the results show a risk of having children with thalassaemia, the marriage could only proceed after completing a programme set under regulations to be made within 30 days of the law’s enforcement.

The bill also includes provisions on the appointment of a Director General for thalassaemia centres. The role will be designated a civil service post, to be appointed by the Civil Service Commission on the health minister’s recommendation. Only candidates with at least 10 years’ experience in the health sector and a qualification at level 8 or 9 of the national framework would be eligible. The appointment will be for a five-year term.
