The People's Majlis has voted to send the Attorney General's Office Bill back to committee for further review instead of passing it.
The Attorney General's Office Bill is a bill submitted by the government to establish the Attorney General's Office as a separate service outside the Civil Service.
When the Judiciary Committee's report on the bill was presented to today's Majlis session and put to vote for passing, members decided by majority to send the bill back to committee for further completion.
The Attorney General's Office Bill was submitted to the People's Majlis on December 2 last year by MP Abdullah Rifau of Maafannu South constituency on behalf of the government.
The Attorney General's Office Bill aims to establish the qualifications, responsibilities and duties of the person appointed as Attorney General, and to establish the Attorney General's Office as a separate government office outside the Civil Service. The bill also aims to create a legal framework for organizing the office's work, operational procedures, and staff.
Although the Constitution designates the Attorney General's Office as an independent institution, it has been operating under the Civil Service until now. Other independent institutions mentioned in law, such as the Prosecutor General's Office, operate under separate laws.
According to the bill, the Attorney General's Office staff will be divided into two categories: Legal Service and Administrative Service. The bill states that salaries and benefits for staff will be determined by the Finance Minister in accordance with policies and principles set by the National Pay Commission under the State Salary Policy Act.
Additionally, the bill includes provisions for enrolling Attorney General's Office staff in an appropriate health insurance scheme and providing honorable retirement benefits in accordance with retirement regulations.
