President Ibrahim Mohamed Solih has said that efforts are ongoing by the government to reform prison conduct under “Mandela Rules”.
President Solih said this during his presidential address on the occasion of the first sitting of Parliament, 2019 taking place at Dharubaaruge.
“Mandela Rules” are standardized minimum protocols for conduct with prisoners, set by the United Nations.
The President said that he does not believe that that serving a prison sentence negates any person’s basic human rights.
While the set of rules consist of 122 items concerning the treatment of convicts while in prison, the 122 items are divided into 9 sections.
